The North Eastern States as a whole and Assam
in particular is beset with insurgency
problems for the last two decades.
Assam Police is fighting insurgency
with commendable success, but it has
still to traverse a long way to achieve
its goal of a violence free society.
Critical and objective analysis of these phenomena
has shown that unemployment coupled
with economic backwardness is the
root cause of INSURGENCY. To address
this problem and to prevent further
exodus of the youths to the jungles,
Assam Police laid special emphasis
on community orientation in policing
culminating in our latest initiative
"PROJECT SAHAYOG"
with a mission to march together towards
a new dawn, with active participation
of the police and the public. The
project is undertaken by the A.P.Battalions
exclusively in close co-operation
of the residents of the village chosen
for implementation of the schemes
undertaken.
ORIENTATION
Orienting the State Police Battalions towards
the goal of Community Policing through
active participations of the police
and the citizens in their economic,
educational, social and cultural development.
OBJECTIVES
-
Motivating the youths to rely on
self-employment by actively participating
in various developmental schemes
of the Govt. & NGOs.
- Formation
of Self-Help Groups amongst the
youths to derive benefits offered
by Financial Institutions and setting
up economically viable projects
based on locally available resources.
- Actively
associating with the citizens in
their interaction with various developmental
agencies to improve the overall
economic, educational, social and
cultural scenario.
- Participating
in Awareness Programmes on health
hazard and best ways to lead a healthy
life.
- Bring
the police and the public closer
with a view to curb crime.

dropping out from schools.

Monitoring the performance of the
"Self-Help Groups" to ensure proper
utilization of funds received from
financial institutions.

ROLE OF POLICE
The Police would act as CATALYST to infuse a sense of empowerment
to the people to build a conducive
environment for a quality life, by
brining in desirable changes in economic,
social and cultural ethos.
THE
PROJECT PLAN
Step-I
a)To identify a village below poverty
line within a radius of 10 kms from
Bn HQrs. b)To hold meetings with the
village elders, young students, unemployed
youths, women and others to know their
expectations from such a project and
possible contribution from their end.
c)Carry out detailed survey- family
wise, including level of literacy,
educational standard, means of livelihood,
number of school going children, number
of drop outs, common diseases prevalent
in the villages, main produce of the
village, natural and other resources
available in the locality etc.
Step-II
a) Identify the most urgent need of
the village. b)Draw up plan to address
the most urgent need with the help
of the villagers themselves. c)Organise
resources and form a core-group to
oversee the project comprising of
willing members of the village.
Step-III
Identify self-employment opportunities
and organise training to eligible
members of the village and encourage
the trained groups to take up self-employment
schemes.
Step-IV
To keep constant relation with
the adopted village for all round
development through active participation.
