Forensic Science laboratory, Assam, was established in 1967 at Shillong and shifted to Guwahati in 1969. At present, the laboratory is situated in its own campus at Kahilipara near the state capital Dispur. Since its inception, the laboratory has been rendering services to all the states of the North-Eastern Region namely Assam, Meghalaya, Manipur, Tripura, Arunachal Pradesh, Nagaland, Mizoram as far as the analysis of crime exhibits are concerned. Other organizations like Army, C.R.P.F., B.S.F., N.F. Railways, Commercial Banks, Medical Colleges, Customs, Central Excise, Directorate of Revenue Intelligence, Narcotics Control Bureau, Educational Institutions, Universities, Research Institutions, Veterinary, Forest Department, Excise Departments of the North-Eastern States also utilize its facilities. It has been recognised by the United Nations International Drug Control Programme (UNDCP) as one of the laboratories in India for undertaking examinations of cases relating to narcotics drugs and psychotropic substances.The laboratory comprises of eleven Divisions viz. :(1) Physics (2) Chemistry (3) Drugs and Narcotics (4) Biology (5) Serology (6) Toxicology (7) Ballistics (8) Explosives (9) Questioned Documents (10) Photography and (11) Instrumentation

Space : The laboratory has its own double storied building at Kahilipara, Guwahati with a spacious campus which is being improved under the modernisation grants.

Manpower : The total sanctioned staff of this laboratory is 144 which comprises 105 technical staff and 39 non-technical staff.

Budget:  The budget allocation for the laboratory during 2000-2001 was Rs. 157.35 lakhs. The laboratory receives fund under the Modernisation of State Police Forces scheme for the upgradation and modernisation of the existing facilities.

Library : The laboratory has a library with reading room facilities. At present, total number of books in the library is 2556. The laboratory also subscribes to 8 Foreign and 10 Indian journals. The total number of bound volumes of different journals in the library is 1915 besides 47 reports, 39 Maps and Atlas and 15 photocopies of journals.

Case Examination : During 2000, the laboratory received 1713 cases with 18,739 exhibits, out of which 1694 cases with 14596 exhibits were reported.

Interlinking among many criminal gangs at different times, reconstruction of complicated and peculiar crime scenes, setting the criminal investigating agencies in the right direction / perspective by depicting the exact nature of the case history of many cases through scientific means and analysis etc. have been made possible only because of the excellent service rendered by the scientists of the Ballistics Division. Boko quadruple murder case, attempt to assasinate the Chief Minister of Assam, Meghalaya Police firing at Jorabat, Bank Dacoity at Silpukhuri, Guwahati are only a few instances of very difficult and critical cases solved by the reports submitted from the Ballistics Division of this laboratory.

The scientists of the Explosives Division have done remarkable work by identifying some unique devices, including sophisticated radio remote control devices and the type of explosives, which were used by the criminals for triggering the explosives in different places of this region. In the recent past, the officers of Explosives Division were instrumental in solving the cases where Chief Minister of Assam and the Chief Minister of Nagaland, were targeted by triggering powerful explosives in two separate incidents.

Identification and individualization from the skeletal remains by means of computerized superimposition technique and odontological examination of clueless cases apart, the Biologists and Scrologists of the laboratory have done remarkable work in a case by confirming the controversial xenotransplantation.

Besides detecting the fraudulent alteration in important documents, the scientists of the Questioned Documents Division have been successful in detecting large number of counterfeit currencies of both Indian and foreign countries and guiding the investigating agencies in busting such rackets.

Fake cosmetics, stolen idols of historical importance and inks used for preparation of counterfeit currencies are some of the very uncommon cases which have been solved on the basis of the report submitted by the scientists of the Chemistry Division. The Scientists of this division have also done commendable job by identifying the fake ingredients used for the preparation of cosmetics and pharmaceutical products and helped the investigation in busting such rackets.

Scientists of the Drugs and Narcotics Division are instrumental in providing clues to the investigating agencies to combat drug trafficking. Precursor chemicals, which are gaining importance in the illicit trade for the preparation of illicit drugs, are identified and reported by this division and helping the investigating agencies in combating their trafficking. Scientists of this division are also helping in treatment of addicts by analysing their biological specimens and identifying the abused drug. The division is helping the investigating agencies in numerous doping cases and in most of such cases the active ingredients were found to be psychotropic substances. Recently the scientists of this division have done a remarkable job by identifying poppy straw which was in the powdered form and was mixed with some other substances.

In homicide or suicide cases, the scientist of the Toxicology Division examine the viscera to ascertain the cause of death. Detection of common poisons apart, the scientists of this division have done commendable job in ascertaining the cause of death of a patient who was wrongly given carbon monoxide instead of nitrous oxide in a nursing home and thus helped the investigating agency in initiating necessary steps. In another case of infanticide, the scientists of this division were successful in detecting overdose of common salt as cause of death.

Training : The laboratory provides training facility to police as well as Judicial Officers of Assam, Meghala, Manipur, Mizoram,Tripura and Arunachal Pradesh in collaboration with the North Eastern Judicial Officers' Training Institute. During 2000-01, the laboratory has trained 4 batches of Police Officers on enforcement of N.D.P.S. Act, 2 batches of Police Officers on certification of fire arms and 3 batches of Judicial Officers on various aspects of Forensic Science besides imparting training to the probationary Dy. S.P.'s and Sub-Inspectors.

Equipment: Over the years, the laboratory has been able to procure a number of equipment from the fund received from Modernization of State Police Forces Scheme and N.E.C. Scheme on Upgradation of F.S.L., Assam. Some of the sophisticated equipments which are being used by this laboratory for the scientific investigation of crime exhibits are Gas Chromatography - Mass Spectrometry, High Perfomance Liquid Chromatograph, Gas Chromatograph, Atomic Absorption Spectrophotometer, Differential Scanning Calorimeter, Electrofocusing system, Uv-Visible Spectrophotometer, Large Forensic Comparison Microscope, Universal Forensic Microscope, High Perfomance Thin Layer Chromatograph with scanning facilities, Video Spectral Comparetor, I. R. Spect, Computerised lmage Analyser, Sterio Zoom Microscope etc.

Over the years, this laboratory has provided scientific clues to the investigating agencies with their expert knowledge in the various fields of forensic science in the quickest possible time as and when the situation demanded. Whether it is a case of muder or rape, street drug samples or a fire arm, questioned document or a counterfeit note, the services of this laboratory is readily available to the investigating agencies. Expertise of the scientists of this organisation has been utilised for the preparation of various national manuals on forensic science and also to represent the country in the United Nations on drug characterisation. More often than not, scientists of this laboratory are invited by various scientific organisations, both outside the state and outside the country, to act as resource persons. To that extent the scientists of this laboratory shall always be in the forefront in its fight against crime and making our society a safe place to live in.
