Social Mobilization Campaign

In 2004, the Sensitization Campaign was replaced by a set of intensive activities as Social Mobilisation Campaign. Accordingly this Campaign formally inaugurated on 6th November, 2004 by Mr. Rudolf Schwenk, State Representative of UNICEF at Jengraimukh, Majuli.

     Social Mobilization Campaign launched in Majuli for following reasons:

  • Difficult nature of terrain
  • Limited opportunities.
  • Need for Positive intervention to create an atmosphere
    of awareness/ exposure and self confide

BASIC FEATURES

  • Publication of a book
  • Essay competitions
  • Educational tour
  • Police-Children interaction.
  • Chart on how to file FIR & badges of different ranks of Police
    Department. Training of Trainers & O.T. for Police Personnel.

Medical camps:
Free medical aid and health checkup camp and one free veterinary camp at Jengraimukh and Phuloni on 6th November and at Nayabazar and Bongaon on 7th November was held.
Total 1015 nos. of patients were treated & medicines distributed. In the veterinary camp total 3438 nos of domestic animals were treated and 1695 nos of domestic animals were vaccinated.

Arakshi Khurar Mainamel:
Arakshi Khurar Mainamel Project Aashwas has developed and printed a story book named “Arakshi Khurar Mainamel” by conducting workshop of littérateurs. The story-book contains lessons / story on educational tips on the following subjects:

1.Moral values and character building.
2.System of police functioning
3.Health and hygiene
4.Assamese folklore, riddles
5.The story book also contains games to be played by children
6.The games of local flavour and educational in nature.
7.The book also contains tip for drawing and colouring etc. along with a set of instruction to the police on how to use the book

          This book is expected to be an important basis of mutual understanding and appreciation between police and people of Majuli especially the children. It is also expected that the interaction on the basis of this book will help motivate the police personnel to work for the community with greater devotion and help the children to be more responsible citizens of tomorrow.

Essay competitions:
A series of essay competitions among the students of class V to VII and Class VIII to IX of Majuli was conducted w.e.f. 18th to 25th January, 2005

More than 1300 students had participated in the essay competition.

A total number of 240 students of ‘A’ & ‘B’ categories were selected from among all the competing students.

Educational Tour :
On 16/5/2005, students who secured 1st position were sent to Guwahati for the educational tours and accommodated at Srimanta Sankardev Kalakshetra.

On 17/5/2005 they visited the State Museum, Planetarium, Regional Science Centre, and State Zoo.

On 18/5/2005 morning the students had interacted with Hon’ble CM, Assam, at his Residential bungalow. The students were found to be very happy to have met the Hon’ble CM, Assam. They had explained to Hon’ble CM about their experience of the tour undertaken.

At 12 noon they visited the Indian Institute of Technology, North Guwahati. A conducted tour of the IIT & tips on entrance to the Institute given. Exposure to class room, labs & super Computer etc. given.
  • Meeting & interaction with DGP Assam & all officers of and above the rank of DIG
  • Visit to “AROHAN” the dream projector for children of Dr. Bhabendra Nath Saikia
  • During their stay at Kalakshetra they were also given some knowledge on meditation in the morning. The children were also given an exposure to the light and sound progammes on history of Assam.

On 21/5/2005

  • The 2nd prize winners went to Numoligarh Refinery for exposure on oil exploration.
  • The same group stayed over night at Police Training College Dergaon. Interaction & exposure to Police way of life.
  • Participation with the Police in PT, Drill, Horse riding & entertainment activities.

On 22/5/2005

  • Visit to the Regional Research Laboratory, Jorhat. Mr. Saurav Baruah, briefed the students about the Laboratory and his experience in Antarctica expedition of which he was a member.
  • Lecture-demo on disaster Management with reference to flood in Majuli. Interaction with Jubin Garg, the youth
    icon of Assam.

On 25th & 26th May'2005

  • Historical monuments of The 3rd group of 80 visited Sivasagar dist.
  • At night they were shown audio visually Sensitization Campaign held at Majuli.
  • Talent parade with local artists.
  • Interaction with the students of Jonaki Sangha Bidyalaya, Jorhat. which is a very reputed vernacular medium
    school of Jorhat.

Observation :
All the teachers and the students were unanimous in their feeling that

  • This exposure has given them unforgettable experience which will definitely help them in all time to come.
  • Students were found initially hesitant but in case of each of the batch they blossomed immediately thereafter
    and gained in confidence.
  • Such is the impact of the visit that one student announced that they along with their friends will remember the experience for all time to come and that they would never become rebels or criminals when they grow up

    Police-Children interaction :

  • 26 nos. of policemen of different rank were given a special training on child psychology and Inter personnel Communication.
  • Nodal Officer, Project Aashwas, Dr, Jayanta Das, Psychiatrist, & Shri Diganta Gogoi, I/C JSS, Jorhat imparted training to these policemen.
  • These group of Policemen were sent to interact with the school children.
  • Police-Children interaction session started from 1st Oct, 05 keeping in tune with Assam Police Day.
  • The session held in 42 nos. of locations with the participants of 2000 school children representing 177 schools
  • The policemen read out the stories from the storybook and conducted question answer session, painting and
    other exercises.
  • A badge with Aashwas logo were given to the participatory students.
  • A kit bag containing the storybook, snake and ladder game (Ludo) given to each high school of Majuli.

    How to file (FIR) & Badge on different rank of Police Department

  • A chart explaining different ranks of Police Department and how to file FIR in details is printed. This chart distributed in all High Schools of Majuli

    The Police-Children Interaction session was concluded on 7th Oct, 2005

    Medical Camp :
    A free medical & health camp was organised on 26th Oct,05 where a group of Doctors from Dibrugarh Medical College & Hospital had participated. About 2000 patients were treated and free medicine were distributed.

    Closing Cerenony :

    Closing ceremony of Social Mobilisation Campaign was conducted on 27th Oct, 05 where DGP, Assam &
    Francesco d’ Ovidio, CPO, UNICEF had participated.

  • The experience of exposure of such a magnitude by both police and children in geographically Adverse circumstances was applauded by all and sundry.
  • The police personnel were also unequivocal in their assessment of their experience that they returned after
    seeing a new

    Fund :

  • For the main project components UNICEF bear the expenses as per agreed arrangement.
  • AASHWAS has moved UNICEF to place the budget directly to the agencies.
  • Accordingly the entire budget for the base line survey conducted by OKD Institute and the training of policemen conducted by NIPCCD were administered and accounted for by UNICEF and the agencies.
  • For sensitization campaigns and Social Mobilisation campaign fund is granted by UNICEF on receipt of proper expenditure statements.
  • NFCH gives the fund for assistance to the children from their corpus running up to several Crores.

    Future Plans:

  • This year we propose to Social Mobilization Campaign at Sadia, in Tinsukia District.
  • Evaluation of Social Mobilisation Campaign conducted at Majuli by UNICEF.
  • Advocacy for adoption of Juvenile Justice Act 2000.
  • 15th batches of Orientation Training for police personnel at NIPCCD, Khanapara, Guwahati.
  • Advance Fund for OT has already received from UNICEF.
