Sensitization Campaign at Dhubri
A REPORT:- 4th Sensitization Campaign at DHUBRI wef. 5/10/02 to 9/10/02
  • The 4th Sensitization campaign of Project Aashwas was held in a cluster of seven villages under Dhubri sub-division of Dhubri District from 05/10/2002 to 09/10/2002.
  • The villages were of mixed communities like Assamese, Bengali, Bodos and Hindi speaking people.
  • The Campaign incorporated the following Villages.
  • i) Rupshi, ii) Daobhangi, iii) Sahebganj, iv) Lalkura, v) Sukatikhata, vi) Banyaguri, vii) Bashbari.

  • The villages mentioned above have been traditionally regarded to be strong holds of ULFA & NDFB militants including a new born outfit called Kamatapur Liberation Organization (KLO).
  • In 1998 a group of armed extremists had killed 4 Policemen including I/C , Rupshi O.P.
  • The deep forests of the District including Mahamaya Reserve forest connecting bordering district Kokrajhar often witness exchange of fire between extremists and Police/Army /Paramilitary forces.
  • The people in all these villages have been living a life of terror. The children are quite traumatized. Distrust, fear inter-community tension, movement of extremists and action of the state have caused a serious breach in social life in general causing irreparable damage for the village children mentally, educationally and socially. Educational, cultural and sports activities are found missing amongst the young ones.
  • The campaign has started on 5th October, 2002 with a briefing session by the Aashwas team with the important persons of 7 ( Seven) villages and a group of 50 boys. The local groups of volunteers donning white 'T'-shirts were dispatched to the each households of the 7 villages with a questionnaire. The questionnaire was on health, access to medical facility of children concern for children etc.
  • There was also a public meeting at Rupshi High school premises where above thousand of people had gathered. Mr. M.M. Sarkar, retired District Session Judge, Dhubri, Dr. A. Zaman. Retired Principal B.N. College , Dhubri, Professor G.S. Pandey retired Pricipal , P.B. College and other dignitaries had attended the meeting and delivered lectures. The 1st day of the campaign started with the hoisting of the Flag of AASHWAS by Smti Sadhana Sarker Retd Mistress, Rupshi J. N. Academy, Dhubri.
  • On the 2nd day one workshops on health awareness was organized at Rupshi High School premises . In the workshop Dr. Tapon Mazumder, MBBS. (DCH), Child Specialist , Dr. Ramani Talukder MBBS,(MD), Dr. Debmoy Synal , MD, Dr. Khokan Kumar Choudhury, MD noted Gynecologist ,Dr. Mahbibul Islam,, Dr. Biren Roy, MBBS and Dr. Prahlad Ch. Pathak, SDMO, Golokganj had interacted with women of all the 7 villages on issues like mother and childcare, Health and hygeine. The enthusiasm of village women could be gauged from the questions they asked the experts on rearing of children and other issues. Street-plays on issues on health and hygeine were also performed.
  • The Central Reserve Police Force (CRPF) of the Dhubri district arranged a health check up camp besides the venue , which was inaugurated by Shri P. K. Baruah, Deputy Commissioner, Dhubri.
  • On the same day a joint session with the victim families of Dhubri district was held at Rupshi High School premises.
  • The resource persons who interacted with the victim families are following :
  • (i) Dr. Jayanta Das, noted psychiatrist, (ii) Mr. Pranjal Saikia, noted cinema artist, (iii) Mrs Purnima Saikia , noted cinema artist, (iv) Mr.P. K. Baruah, ACS, Deputy Commissioner, Dhubri, (v) Mr. P.C.Bordoloi, APS,Superintendent of Police,Dhubri

  • The session has been a great learning experience for all who attended. The victim families narrated the ghastly incidents and the subsequent trauma faced by the children.
  • Dr.Jayanta Das, Psychiatrist examined the cases and offered to render free psychiatric treatment/ counseling to most of the children of such families and arrangement was made accordingly.
  • On the same day, the financial assistance package at Rs. 600.00 each to 22 children of Dhubri district was also distributed in the session by the above resource persons on behalf of the Dhubri district administration.
  • On the 3rd day of the campaign in the morning session a children sport and games for all the 7 villages were arranged at the Rupshi High School field. The Children took part in the following nevents.
  • i) 100 mtr race for boys and girls, ii) Long jump for boys and girls, iii) Kabadi for boys.
  • There was also an inter School drawing, Extempore and Quiz competition, arranged at Rupshi High School premises.
  • On the same day Dr. Nirmal Kumar Choudhury, retired Vice Chancellor ,Guwahati University, Mr. R. N Mathur, IPS, Addl. Director General of Police, (CID), Assam, Mr. P.K. Baruah, ACS, Deputy Commissioner, Dhubri, and Mr. Girin Goswami, Retired Principal B.N. College also attended the campaign. While entertaining the audience with their participation and histrionics, they appealed to the villagers to treat their children as the central issue in their lives. They also appealed the audience not to do anything that can hamper the peace process. The dignitaries also distributed prizes and certificates to the winners' team of Sports & Games, drawing, Extempore and quiz competitors. As per the invitation of Aashwas, noted singer Smti Pratima Pandey had also attended the campaign and sang songs. While doing so, She sang …. "If men does not think about men who will, tell me men, we are in the same boat brother" and a bundles of Goalpara Lokgeet ( folk songs) making the crowd spellbound
  • Another reputed dances Ms. Erica Nandy , a German Lady, who resides at Dhubri entertained the audience with her troop's performance.
  • On the 4th day of the campaign was the day of education assessment of the 7 villages. A team of eminent educationist comprising Dr. A.E.M.K. Zaman, Retired Principal B.N. College, Dhubri, Shri G.N Goswami Retired Principal B.N. College, Dhubri and Prof. Mahammad Omar Sr. Professor of P.B. College, Gauripur had attended all the Schools of 7 villages and noted down their observation in a set of questionnaires provided to them. The observations were primarily on the following.
  • School discipline, Teachers commitment, Commitment of the student, Dropout rates, Building and infrastructure.
  • On the same day session Dr. A Zaman, Retired Principal B.N. College, Shri Girin Goswami Retired Principal B.N. College, Dhubri Mr. Dilwar Hussain, AES, Inspector of School. Dhubri, Mr. Nibaran Das , AES, DEEO, Dhubriand , Prof. Mahammad Omar Sr. Professor of P.B. College, Gauripur and other dignitaries had attended the campaign where they delivered lectures and emotionally appealed to the gathering to embark on a new path of non-violence and work-culture. Shri Girin Goswami Retired Principal B.N. College, Dhubri interacted with the school teachers and parents and correct methods of imparting education to the children for their moral, physical and mental upliftment.
  • The last day was the day of Peace campaign. More than 500 youths of 7 villages took out a procession in bi-cycle covering of all the 7 villages calling upon people to usher in peace and denounce violence. The procession was accompanied by Shri R. Chandranathan, IPS, DIG(MPC), Shri Mukesh Sahay, IPS, DIG (WR) Kokrajhar, Shri R.M. Singh, IPS,Commandant, 7th APBn,Kokrajhar, Shri P.C. Bordoloi, APS, Superintendent of Policen,Dhubri , noted artists Mr. Indra Bania, Arun Hazarika , Jayanta Das and other local dignitaries had all also attended in the procession. CRPF and Marowary Yuba Mancha Dhubri distributed cold water to all the participants in three places. The artists of Rupshi Bharat Bhushan Club had also performed street play in three places where huge number of public were gathered and emotionally appealed to the gathering to embark a new path of non violence. At the end of the procession all the people gathered in the Rupshi High Schhol Field and held hands of each other and pledged to live in amity.
  • On the same day evening people of all the villages gathered in the closing function where a stock of all the days of campaign were evaluated. Noted artist Mr Indra Bania, Mr Arun Hazarika and Mr Jayanta Das spoke eloquently in the function on need for peace. Shri Debajit Hazarika, APS, Superintendent of Police (SFSO) thanked all the District administration for their whole hearted support, which has helped Aashwas to make the campaign a success. The campaign was formally declared over by Mr. P.C. Bordoloi, Superintendent of Police, Dhubri.
